Development Sectors & Programme Research in Kenya

Raven Africa supports NGOs, foundations, donors, development organisations and implementing partners with feasibility research, stakeholder evidence, field verification and programme-risk analysis across selected development sectors in Kenya.

Sector Context for Better Development Decisions

Development programmes face different evidence, stakeholder, operational and implementation questions depending on sector. Raven combines a consistent decision-focused research methodology with sector-specific context and, where required by the TOR, appropriately qualified technical or regulated specialists.

Development Programme Sectors Raven Supports in Kenya

Raven's role is to help commissioning organisations test whether a proposed programme is evidence-based, feasible, locally grounded and realistically implementable. Sector context affects the questions asked, the respondent groups selected, the locations visited, the risks assessed and the specialist disciplines that may be required.

The sector descriptions below define programme contexts in which Raven's core research and advisory services may be applied. They do not imply that development research substitutes for specialist engineering, clinical, environmental, actuarial, legal, financial or other regulated professional work required by a particular TOR.

SectorTypical programme questionsRelevant Raven services
Livelihoods & Economic InclusionWill the intervention reach the intended population, respond to real livelihood constraints and create a realistic pathway to income or economic participation?Feasibility, stakeholder assessment, field verification, M&E readiness
Agriculture & Rural DevelopmentAre farmer needs, value-chain assumptions, market access, local institutions and rural delivery arrangements sufficiently understood?Feasibility, field research, stakeholder assessment, partner due diligence
Climate, Environment & ResilienceAre adaptation assumptions, community priorities, implementation arrangements and resilience outcomes realistic in the target geography?Feasibility, stakeholder research, site/project risk, field verification
Social Development & Community ProgrammesDoes the intervention respond to evidenced needs and can it reach target groups safely, inclusively and through viable delivery systems?Feasibility, stakeholder assessment, M&E, field verification
Governance, Institutions & LocalisationDo institutions, partners, systems and governance arrangements have the capability and legitimacy required for implementation?Institutional feasibility, due diligence, stakeholder assessment, localisation research
Humanitarian, Protection & VulnerabilityAre target populations, access constraints, protection issues, local capacities and recovery assumptions sufficiently understood before intervention?Feasibility, field verification, risk monitoring, stakeholder research

Livelihoods & Economic Inclusion

Raven can support programme research and feasibility for interventions intended to improve income, employment, enterprise capability or economic participation. Typical contexts include youth employment, enterprise development, MSME support, vocational and employability programmes, financial inclusion, income-generation activities and market-linked livelihood interventions.

Questions a feasibility study may test

  • Whether the target population and livelihood problem are supported by current evidence.
  • Whether proposed training, finance, enterprise or market-access assumptions reflect local conditions.
  • Whether employers, buyers, financial institutions, training providers and other market actors will support the intervention.
  • Whether the proposed delivery model, geography, staffing and partnerships are operationally realistic.
  • Whether benefits are likely to be sustainable after programme funding or direct support ends.

Agriculture & Rural Development

Rural and agricultural programmes may depend on farmer priorities, seasonal conditions, value-chain relationships, market access, local institutions, infrastructure, extension systems and implementation capacity. Raven's role is to test these assumptions through research and field evidence, while technical agronomy, engineering, veterinary, environmental or other specialist inputs are incorporated where required.

Typical programme contexts

  • Smallholder livelihoods and farmer-support programmes.
  • Agricultural value chains and market-access interventions.
  • Farmer organisations, cooperatives and community-based implementation models.
  • Rural enterprise, resilience and livelihood-diversification programmes.
  • Institutional or partner capacity supporting agricultural implementation.

Climate, Environment & Resilience

Climate and resilience programmes require a strong connection between technical assumptions and the realities of communities, institutions and implementation geographies. Raven can support the research, stakeholder, operational and risk components of feasibility assignments, with environmental, engineering or other specialist disciplines separately defined where required by the TOR.

Typical programme contexts

  • Climate adaptation and locally led resilience initiatives.
  • Natural-resource and environmentally linked livelihood programmes.
  • Community resilience and climate-vulnerability interventions.
  • Programmes involving geographic access, site, infrastructure or implementation-risk questions.
  • Stakeholder and institutional arrangements supporting climate action.

Social Development & Community Programmes

Social programmes often depend on beneficiary needs, inclusion, trust, local institutions, referral systems, access and delivery capacity. Raven can support evidence gathering and feasibility around programme design, stakeholder perspectives, community acceptance, implementation arrangements and measurement readiness.

Typical programme contexts

  • Education and learning-support programmes.
  • Youth, gender and disability-inclusion initiatives.
  • Community development and social-protection interventions.
  • Health-related programme delivery where the assignment is research or implementation focused and clinical expertise is separately provided where required.
  • Programmes requiring beneficiary consultation, safeguarding awareness and inclusive research design.

Governance, Institutions & Localisation

Some development interventions succeed or fail primarily because of institutional capability rather than technical design. Raven can assess the governance, systems, staffing, local presence, relationships, partner arrangements and implementation dependencies that affect programme feasibility.

Typical programme contexts

  • Institutional capacity and organisational-readiness assessments.
  • Localisation and civil-society strengthening programmes.
  • Implementing-partner and consortium delivery models.
  • Government, county, regulatory or institutional interfaces affecting implementation.
  • Governance, accountability, procurement, reporting and partner-risk questions.

Humanitarian, Protection & Vulnerability

Humanitarian and vulnerability-focused programmes require careful attention to target populations, access, protection, conflict sensitivity, safeguarding, local capacity and rapidly changing conditions. Raven can support decision-focused research, field verification and contextual risk analysis within the ethical and specialist boundaries defined by the assignment.

Typical programme contexts

  • Vulnerability and needs-focused programme design.
  • Displacement, food insecurity and humanitarian-recovery contexts.
  • Protection-sensitive stakeholder and field research.
  • Resilience and recovery programmes linking immediate needs with longer-term capacity.
  • Assignments requiring independent field evidence, site observation or changing-risk monitoring.

One Sector, Multiple Decision Needs

The thematic area does not determine the service by itself. A climate, agriculture or livelihoods programme may require a full feasibility study, a narrow stakeholder assessment, implementing-partner due diligence, field verification or later M&E support depending on the decision the commissioning organisation needs to make.

Working From Development-Sector TORs & RFPs

Raven can review a TOR or RFP and align the methodology, field approach, respondent groups, work plan, evidence framework and reporting structure to the commissioning organisation's requirements. Where the assignment requires sector-specific technical, clinical, environmental, engineering, legal, financial or other regulated conclusions, those inputs should be assigned to appropriately qualified specialists.
